Section B - The US Public TV stations:

WTVP 47 Peoria, IL's http://www.wtvp.org schedule shows New Earth airing on May 31 at 9PM CDT, the first proof that has arisen that the station bought Series 2. At the time that press releases came out on stations that bought Series 2, WTVP was in danger of being closed down by a bank over a loan that was called in. The Series 2 purchase presumably came in after the station's financial situation improved.

Thanks to Christopher E Cebula, viewer services volunteer at Milwaukee Public TV (WMVS/WMVT) http://www.mptv.org for the details on their upcoming Doctor Who broadcasts. MPTV's current plan for Series 2 is to run all 13 episodes on consecutive weeks in the same time slot (Christmas Invasion will presumably run at a later date). Saturdays 11PM CDT from 28 June to 20 September. The September broadcasts are tentative. Thanks to the Olympics, the Democractic National Convention, and the Republican National Convention, the pledge drive normally held in August will be held in September, which may disrupt programming.

Doctor Who airs on WMVS 10 analog, but the digital simulcast is on
WMVT-DT 36.1 (remapped as 10.1), so WMVS-DT can run a high defintion
programming lineup. Doctor Who is not part of WMVT's schedule.
Changes to how the stations are allocated may occur on September 1.

KLCS 58 Los Angeles http://www.klcs.org returns Doctor Who to its lineup after a 1 year break! Series 1 will have its second run Sundays at 10PM PDT starting 1 June, with repeats late Fridays at 4AM starting 6 June. Since KLCS had not aired Doctor Who since the end of May 2007, I had just about given up on this station - I am very happy to be mistaken. This is a great chance to get people to tune in (probably to the Sunday broadcast) and let KLCS know that fans are watching Who on these public TV broadcasts and are looking for more episodes.

As for the status on the 2 other Los Angeles area stations that bought Doctor Who:
KOCE 50 Huntington, CA - Series 1 has aired 3 times, no word on if they have bought Series 2
KVCR 24 San Bernadino, CA - on the list that bought Series 2, no word if they have Series 1, and has not broadcast any Doctor Who to date.

Series 1 is currently available to public TV stations in a package
until February 28, 2009. Series 2 is currently available to public TV
stations in a package until March 31, 2010. At this time, stations do
not have access to Series 3 and 4.

5 Public TV stations currently have rights to air the classic Doctor Who run (1963-1989). Iowa Public TV is currently airing both Series 2 and Peter Davison episodes. Maryland Public TV is airing Series 1 while resting classic Who. KBTC 28 Tacoma, WA and WCET 48 Cincinnati, OH are airing Tom Baker episodes while resting Series 1. WHRO 15 Norfolk, VA is airing Tom Baker episodes but apparently does not have New Who Series rights.

Three stations have, to the best of our knowledge, used all their rights to the Series 1 package - WLVT 39 Allentown, PA, WILL 12 Urbana, IL, Iowa Public TV, and Idaho Public TV. If they air Series 1 again, then that means they re-bought the package. OETA Oklahoma is currently on their 4th and presumably final cycle of Series 1. WMFE 24 Orlando, FL did not renew Doctor Who for a second series and is not expected to return it to their schedule. If any other stations have made similar determinations, they have yet to let us know.

One source at UNC TV has told a viewer that there is not current plan to air the David Tennant episodes due to the poor ratings of Eccleston and the content that would require the show to air after Midnight. UNC has the right to air Series 1 another 2 times before February 28, 2009 and The Christmas Invasion and Series 2 for 4 cycles between April 1, 2008 and March 31, 2010.
